ARGUMENTS
buf - a 0 terminated string
DESCRIPTION
cgi_url_escape will do URL escaping on the passed in
string, and return a newly allocated string that is escaped.
Characters which are escaped include control characters,
%, ?, +, space, =, &, /, and "
